Senior IAS Babulal Agrawal Senior IAS Babulal Agrawal Senior IAS Officer Babulal Agrawal IAS officer of the batch 1988. He is presently posted as Secretary & Commissioner, D/o Higher Education. Later He was promoted to the rank of Principal Secretary in the state Government. Dr Babulal Agarwal has completed graduation and PG in Political Science. Later he has completed Post Graduation in Management and Finance. He joined Indian bureaucracy in 1990 as SDO. He worked across various departments of Government namely in Energy, Women and Child development, School Education, Labour, Agriculture and Higher Education.
